Use the loaded weight, with some to spare
The figure that matters is what the trailer weighs with everything in it: water, fuel, gear, the boat on the boat trailer. The weight on the sales sheet is often the empty one.
A towing rating is also the top of the range for one specific build. People and cargo in the vehicle reduce it, and so can a different engine or axle. Payload and towing capacity and combined weight rating explain why.

Each vehicle is counted once, at the newest model year we hold a rating for, with a conventional ball hitch. Chassis cabs and cutaways are left out.
